You cannot change L2 settings on a interface that's UP. You need to
bring it down first.
I.e.

sudo ip l s dev enp7s0 down
sudo ethtool -A enp7s0 autoneg off
sudo ip l s dev enp7s0 up

And then there's this:

Your previous e-mail mentioned that interface in question has NO-CARRIER
flag. This result contradicts it.

So, which is which?
