You're misunderstanding something. As root, you don't need to know the
old password to set a new password:
# passwd flash
New password:
Retype new password:
passwd: password updated successfully
#
# passwd
New password:
Retype new password:
passwd: password updated successfully
#
The passwd man page does have a caveat: "Users may not be able to
change their password on a system if NIS is enabled and they are
not logged into the NIS server."
BTW /etc/passwd no longer contains any passwords as it's world-readable.
