I place my bet on this one.

The SHA256 is for MX-19.4_x64.iso, not for MX-19.4_July_x64.iso.
The matching ISO is probably at
  https://sourceforge.net/projects/mx-linux/files/Final/
But because i dislike their stop-me-if-you-can download, i rather did

  wget https://ftp.gwdg.de/pub/linux/mx/iso/MX/Final/MX-19.4_x64.iso

and got as SHA256
  469f63c7170e20cfe4c1e8996f6e2acf56509c068c08322aaed3ec3a6c9e254f

It's a nice isohybrid made in march 2021 by xorriso-1.5.2 (probably from
the Debian package that was in "testing" back then).
