Yes you can downgrand
apt-get downlaod linux-image-4.19.0-16-amd64
dpkg -i linux-image-4.19.0.16-amd64.deb

I'd go with using openjdk-11-jre-headless
As it's not a solution to downgrade the kernel, what do you do after
this ? Stay with this kernel and hope it will be fixed for the next
update (not knowing what's causing the issue)...
