grub-set-default makes changes to /boot/grub/grubenv, which is read
by the grub binary at boot time. You can examine its contents with:
$ sudo grub-editenv list
saved_entry=Advanced options for Debian GNU/Linux (with Xen hypervisor)>Xen hypervisor, version 4.14.2-amd64-xsa368>Debian GNU/Linux, with Xen 4.14.2-amd64-xsa368 and Linux 4.19.0-16-amd64
