Rsync is the fastest, I think. If you want fast scp, you can try to change cryptographic algorithm ssh/scp uses for transfer.

In older time it was possible to force ssh (scp) to use arcfour crypto, which was able to yield about 900Mbit/s even on old CPU in a single thread with 70% CPU utilization (Dell R220).

I don't know which one is the fastest from those left after great excommunication of obsolete crypto in ssh 1:7.6p1-1.
