yes
schaefer@reliand:~$ which xterm
/usr/bin/xterm

(BTW was working nice before upgrade to buster)

I tried setting the locale to

LANG=fr_CH.UTF-8
XTERM_LOCALE=fr_CH.UTF-8

and clearing the other settings to no avail.

I will do some tests tomorrow on a fresh buster install.
