Since this is a Debian list I would recommend some single board computer 
with Kodi.

This will involve finding a supported SBC, installing Debian, installing 
supporting apps on the smartphone(s) and hope it all works nicely 
together.

The non-Debian alternative would be to use a Google Chromecast.
