Lacking any ideas what might be the problem, i'd try Live ISOs of
Debian 9 and Debian 8 whether their systems show the same problem.

Older ISOs are at
  https://cdimage.debian.org/mirror/cdimage/archive/

My first candidates would be:
  https://cdimage.debian.org/mirror/cdimage/archive/9.0.0-live/amd64/iso-hybrid/debian-live-9.0.0-amd64-xfce.iso
  https://cdimage.debian.org/mirror/cdimage/archive/9.12.0-live/amd64/iso-hybrid/debian-live-9.12.0-amd64-xfce.iso
  https://cdimage.debian.org/mirror/cdimage/archive/8.11.0-live/amd64/iso-hybrid/debian-live-8.11.0-amd64-xfce-desktop.iso

This list has its own benchmarks for age and coolness.
So let's start a petition for a debian-live-*-fvwm.iso flavor.
That would be cool.

Have a nice day :)
