If so, how do I handle the "X-Debbugs-Cc:" line?

Put it in the body, where the other pseudo-headers are. Do note it will
be visible in clear in the BTS.

From the perspective of a first time bug user I'm mildly unhappy with
https://www.debian.org/Bugs/Reporting .
It will take significant time to determine IF I can come up with useful and practical suggestion(s). Time will tell.
