There is the opportunity to use a Live Debian to download a Jigdo ISO:

(I would be interested in learning how hard it is to use the disk of
 a MS-Windows or MacOS machine as download area of a Live Debian.)

If you have a normal internet connection, you will get the full experience
with a netinst ISO too. It does not contain the Live system but only enough
of a Debian GNU/Linux to fetch and install the packages you want.

(less than 400 MB).

Jigdo is of interest if you want to get the full DVD set or ISOs for
larger media (16 GB, 25 GB, 50 GB). But everything that is in these ISOs
is available online, too.
Normally you need them only if the target machine cannot make use of the
online offer for some reason.
