Thanks for the information. However I just checked by doing a fresh 
installation with BIOS PXE boot, di-netboot-assistant and a preseed file 
served by TFTP: locale and keyboard layout are properly applied:
- during install once preseed.cfg is loaded
- after reboot
If it can help, here is the interesting part of the preseed.cfg file:
  d-i debian-installer/language string fr
  d-i debian-installer/country string FR
  d-i debian-installer/locale string fr_FR.UTF-8
  d-i keyboard-configuration/xkb-keymap select fr(latin9)
  d-i time/zone string Europe/Paris
