Thank you, What I didn't realize was that '%_gpgbin' (1) has been
superseded by '%__gpg' (2).

1)  Stretch: rpm_4.12.0.2
2)  Buster: rpm_4.14.2.1

The '%__gpg' works on the above two versions.
