strange error compiling kernel 4.19.0-6-amd64

Hi.  I am getting an error while compiling the kernel 4.19-0-6-amd64.

  CC      kernel/rseq.o
    AR      kernel/built-in.a
    make[1]: *** No rule to make target
    'debian/certs/debian-uefi-certs.pem', needed by
    'certs/x509_certificate_list'.  Stop.

What package do I need to fix this problem?
