It was never not available in Sid. This normal for packages, they are
normally only removed from Testing.

ecryptfs-utils hasn't seen any development in quite some time and the
critical bugs that caused the removal from Buster are still valid and
present.
So I guess there will come a time where it is also removed from Sid as
well because of severe bit-rot.
