I can't reproduce that problem with a fresh installation of buster, using
emacs-lucid in MATE.

Which build of Emacs are you using (emacs-lucid, emacs-gtk, etc)?

Can you reproduce the problem with "emacs -Q"?

What desktop environment are you using?
