Debian kernels don't seem to have the process killing and debug dump
keys disabled by default...

# cat /boot/config-4.9.0-8-amd64 | grep SYSRQ
CONFIG_MAGIC_SYSRQ=y
CONFIG_MAGIC_SYSRQ_DEFAULT_ENABLE=0x01b6

I guess it was decided that the disabled options could allow
unauthorised users access to sensitive information and programs.
