Starting with v197, systemd/udev will automatically assign predictable,
stable network interface names for all local Ethernet devices. jessie
has udev v215. jessie-backports has v230.

Jessie still has the old persistent naming scheme using
/lib/udev/rules.d/75-persistent-net-generator.rules and /etc/udev/rules.d/70-persistent-net.rules by default, and the new predictable naming scheme is disabled (net.ifnames=0). The new predictable naming scheme has been enabled by default only since Stretch.

So the behaviour described by the OP is a bit surprising.
