Completely disable Hibernation

Hi.

Debian MATE 9.2.1.

I don't want to be able to initiate Hibernate manually or for Hibernate
ever to be automatically initiated by the system.

Can someone advise me of the best-practice way to completely disable
Hibernation system-wide?
