I tried to access http://deb.debian.org/debian/pool/main/n/nfs-utils/ via a web
browser from within Turkey and it works fine (actually redirected me to
http://cdn-fastly.deb.debian.org/debian/pool/main/n/nfs-utils/).
If you can't access the repository like this, then your IP range or location
might be blocked by the server or there may be some other / intermittent error.
In that case I would suggest a different mirrorr. E.g.
http://ftp.metu.edu.tr/debian/
