  Bug is archived. No further changes may be made.

This can be revoked. See
  https://www.debian.org/Bugs/server-control#unarchive

It already happened once to that bug:
  Bug unarchived. Request was from Ben Hutchings <ben@decadent.org.uk>
  to control@bugs.debian.org. (Sat, 28 Jul 2018 02:36:03 GMT)
but then again:
  Bug archived. Request was from Debbugs Internal Request
  <owner@bugs.debian.org> to internal_control@bugs.debian.org. 

So if you do not feel entitled (or are not allowed) to send the
"unarchive" command, then consider to contact Ben Hutchings and to ask
about the forth-and-back in that bug.
