This should probably actually be in the rpcbind package rather than nfs-common. Once upon a time, when rpcbind was still portmap, it was actually part of netbase so a dependency was unnecessary. But rpcinfo is expected to convert rpc numbers to names, and it can't generally do that without /etc/rpc. nfs-common may *also* want a dependency, since neither the kernel client nor the kernel server work properly without it, and in fact older versions *did* depend on netbase. There's a note in the changelog about removing obsolete versioned dependencies, but that probably should have been a conversion to a non-versioned depenedency instead of outright removal. But, that might be unnecessary if rpcbind adds the appropriate dependency.

That said, you may be the first person to not install using the installer, and install nfs-common, and not install nfs-kernel-server, and not not install any of the other packages which depend on netbase. You just got lucky. :)
