In order to do that, you want this:
in /etc/nsswitch.conf:
...
hosts: files dns
...
Which is the standard for Debian and basically all other Linux
distros that I know about.
That tells the DNS resolver to look at /etc/hosts first, and
then make a DNS query if /etc/hosts does not have an answer.
Note that isn't in resolv.conf, it's in nsswitch.conf.
