I want my upgrades to get both from stretch-backports and stretch-updates.

How to configure apt to get both?

Add a separate line for each in either /etc/apt/sources.list or
create files in /etc/apt/sources.list.d/

What should be /etc/apt/apt.conf and /etc/apt/preferences?

Depends on your preferences. If you want everything from
-backports or -updates to overrule stable, then leave those
alone.

backports will not install by default, you would have to override the default pinning if that's the desired outcome. An installed backport will upgrade to a newer backport by default.
