Began to create a bug report and found this.
"Your version of linux-image-4.9.0-3-686-pae (4.9.30-2+deb9u3) is newer than
that in Debian! Do you still want to file a report [y|N|q|?]?"
Why isn't it a plain old stock kernel? Upgraded to stretch and
nothing unusual about apt usage here.
