OT: Way OT: Problems buying batteries from Asia via eBay and PayPal--is there a hall of shame?



This is way OT, but this is the list that I'm most active on currently, and I 
thought someone on this list might be able to suggest a site or some other way 
to proceed.

The basic problem is that I had a recent bad experience buying batteries (AAA 
NiMH cells) from an Asian supplier (atm, I forget exactly where from, but we 
can ignore that for a moment).

I will give more details below (excluding the name of the problematic 
supplier), but I contributed to the problem by delaying too long on following 
up on my first complaint to ebay (after two earlier complaints to the supplier) 
(more details below).  After 60 days, neither ebay nor the supplier will make 
any attempt to correct the situation and I can't even give the seller negative 
feedback.

Ebay did tell me that, since I paid with PayPal, I could try to contact PayPal 
and raise the issue as PayPal gives you six months to do so.  A helpful person 
from PayPal filed the complaint, but it was not written to emphasize the 
problems as I saw them, and the complaint was rejected.

I understand that I can appeal, and I might, but it is beginning to reach the 
point of no return on a $12 purchase.

I would like to find some well known site where I can post negative feedback on 
the supplier where other potential customers have at least a fair chance of 
finding it.

I might post it on what I call my wiki (WikiLearn). but it is actually owned 
by someone else, and I wouldn't want to cause any trouble for him, including 
things like getting a takedown notice, so I would be careful about what I say, 
including not posting the name of the supplier.

Explaining the problem in more detail:

I ordered 24 1800maH NiMH AAA cells and received them in a reasonable time.

For some reason (I don't usually do this--oh, now I remember, I decided that, 
since they were so much larger in capacity than any of the existing cells I 
had, I'd charge (some of) them and put them in some flashlights.

I found two that would not take a charge at all.

I wrote to the supplier and he asked me to test all the cells and get back to 
him--I wrote back and said that would probably take a while, as, among other 
things, it was not a high priority task for me.

IIRC (I'd have to double check) he wrote back acknowledging that.  

I didn't find any more cells that would not take a charge at all, but I 
eventually realized the cells weren't holding a charge very long, in fact, 
they didn't seem to hold a charge as long as the 600 maH cellls that I was 
essentially replacing, which might be as much as 10 years old.

By the time I realized this and wrote to him, the typical 60 day "warranty" 
(or complaint period) was up, and I guess he realized that and never wrote 
back.  

So then I contacted ebay.  They basically hid behind the same 60 day 
"complaint period", but, as stated above, pointed me to PayPal.

I would like to try to spread the news (or "olds") about this kind of 
situation, urge buyers to check the feedback of (especailly) battery 
suppliers, test batteries reasonably soon after receiving them, and then just 
generally expressing my dissatisfaction with this supplier, ebay, and PayPal.

I just thought / hoped there might be some site that would be a good place to 
post my experience, ideally with the name of the supplier included (or with a 
note to write to me and I'll send the name of the supplier).
