Indeed. Looking at https://packages.debian.org/search?keywords=enigmail I would expect 2:1.9.8.1-1~deb8u1 to be available from security and it is, but it doesn't show up after apt-get update with that repository line. Curious. I think it's because this package is in binary-all instead of the separate binary-amd64, binary-i386, etc. channels.
If I add another line with deb [arch=all] http://security.debian.org/ jessie/updates main apt-cache does show the correct version after another apt-get update. I'm not sure this is the correct way to handle this, though... Regards, Frank
