no, after i boot up i may not use a network
connection for some time, but when i finally do
connect then i use ntpdate manually.
i've also removed or changed what i could find
that was adjusting the clock (on boot or shutdown
and/or systemd units).
it was getting confusing to me until i did
reset the /etc/adjtime file and then observed
what was going on.
it has never bothered me or been critical
enough that i devoted a ton of time to this, but
in the end, i hope to have a new computer soon
(i keep saying this...) and perhaps the new
one will be more consistent with time-keeping.
just thought it was a odd-bit of funny computer
behavior. :)
