Check the files in /home/$USER are not owned by root. They should be
owned by the user. If any hidden files are owned by root, the GUI login
loops.
I would not expect this to be the problem, as OP stated that he could also not log-in with GUI as root either...hidden files in the /root directory should be owned by root in this situation.
Also check if any partition is full. Running out of space can cause
this.
I did run across this once as well. The partition that /var is on is a prime suspect:-)
These are the things I have found. Perhaps someone else will jump in
with more information.
