New software suggestion - whom to ask?

Dear community,

I found a new software, which IMHO might be interesting for debian. However, 
there is still no debian package available. 

Who can I ask, and will decide, if a software is worth to be added into the 
repo of debian? 

Please understand, I am not very experienced in packaging, and I do not want 
to waste my efforts to create a package in vain, because the deciders say: No, 
we do not need this software in our repo. So, whom can I ask?
