Gnome allow normal user to shutdown system even if other users are logged in

Dear All,

With the current configuration,

Debian GNU/Linux 8 (jessie) 32-bit and Gnome Debian GNU/Linux 8 (jessie) 32-bit

a normal user can shutdown (or reset) the system even if there are other users logged in.

Is there a way to configure the system to avoid this?

I remember that in the previous version of debian, if a normal user tried to shutdown the system,
an error message said that other users were logged in and saiid that system polices prevented to shutdown the system if other users were logged in (and a root password was request to continue the shutdown).

Thanks in advance
