Encrypted PDF isn't



Can someone explain to me what I'm missing?

$ pdftk secret.pdf output /tmp/encrypted.pdf owner_pw foo

This is on jessie. The only difference on wheezy is the order of those
last few /words and the hex strings. It's still unencrypted.
