External hard drive immediately remounts after trying to shut it down

I have an external hard drive at `/dev/sdb`. I can successfully unmount
it either via the Thunar GUI or via this command:
`udisksctl unmount --block-device /dev/sdb`.

However, the external hard drive keeps spinning after an unmount. To
completely shut it down, I either use the Thunar "Eject" button or the
command: `udisksctl power-off --block-device /dev/sdb`.

In both cases, the drive powers off successfully and I hear it spin down
until it stops (This is possibly a fan and not the drive itself, but I
doubt this is relevant), but immediately afterwards, it powers up, gets
re-detected by the system, gets auto-mounted, and starts spinning once
again.

- How can I resolve this?
- Is unmount alone without eject/poweroff enough to keep my drive healthy?
