The fix was described at this URL:

Explicitly, the solution was to execute:
  chmod u+s /usr/lib/dbus-1.0/dbus-daemon-launch-helper

In passing, I note that at no point had I ever touched the permissions
associated with this file or, indeed, anything in the /usr hierarchy. A
package or program I installed must have done so. All the packages on this
machine are official ones, with the exception that I do have the zfs packages
installed as well.
