The following config should do the same but without the post-up/down
statements:

auto eth0
iface eth0 inet static
	address 198.50.210.32
	netmask 255.255.255.255
	pointopoint 192.99.39.254
	gateway 192.99.39.254

(Do note the spelling of pointopoint)

As to why the post-* commands doesn't run, I have no idea.
