So you want the printer to be advertised. In your first mail you said:

Now you want them visible. Why?

Adapt the script to do
cupsreject -r "PrinterSwitchedOff" HP_LaserJet_1020
Tested successfully on a client not running cups, which was something
else you were interested in.
