Alternately, apt-cacher NG (https://www.unix-ag.uni-kl.de/~bloch/acng ) 
might work out easier -- depends on familiarity with squid, I suppose.

Though I must admit that I have familiarity with neither, and am 
currently in the process of researching them both ... though it might 
honestly be the "unfamiliar with both" that makes the apt-cache approach 
look like the way to go for me.
