I read through that bug log and I don't see why you say it is not safe
as a general statement.  There appears to be a specific interaction
for when the user is using a remote network account server such as an
LDAP server for account information.  Most users will not be using an
ldap or remote network based account server and will not trigger the
problem reported in that bug log.  Most users who have installed
Debian will have local account information in /etc/passwd and never
trigger the problem reported in that bug.  Saying that it is not safe
is too harsh by a long distance.
