Both tzdata-java and tzdata binary packages are built from the same
source package, and both should always be available at the same time.[1]
What does apt-cache policy tzdata; apt-cache policy tzdata-java; output
when you see this error?
I'd think that either your mirror is out of date, you're pinning, or
something else is going on that is causing apt-get/aptitude et al. to
prefer removing packages instead of upgrading tzdata-java and tzdata.
