Sorry, just re-read your OP and you already have these, so it seems like
you just need to reboot before re-trying the virtualbox installation ;)

The problem was the mismatch between linux-headers-3.16-0.bpo.4-amd64 and linux-image-3.16.0-0.bpo.2-amd64. Once I installed linux-image-3.16.0-0.bpo.4-amd64 and rebooted I was able to run 'dpkg-reconfigure virtualbox-dkms' and it correctly built the driver. I am still getting the initial error about drives not being accessible, but, as you said, that is just from deleted vms that I have not deleted through virtualbox. I just need to delelete them from virtualbox to get rid of that error. ReactOS is now booting correctly.
