Interrupting ext2/3/4 fsck while it is reading data structures is "safe" as
in it is not going to make anything worse.
I will not say the same about other filesystems, as I have no particular
knowledge of any others (well, there's XFS, but XFS has a do-nothing fsck,
and you'd have to run xfs_repair manually if you want its fsck-equivalent).
Interrupting fsck when it is *fixing* something is not safe on any
filesystem, nor is it a good idea to skip fsck when it is happening because
an unclean shutdown.
