Most PCs these days implement ACPI, part of which is to emit an event on the press of a power button (there's also events for sleep buttons, lid open/close etc, but that's beside the point right now). If you install acpi-support-base, you will get scripts installed that react to the power button an initiate a shutdown. These scripts will work regardless of how many people are logged on (if none, a shutdown will happen. If one, they'll be asked if they want to shut down, reboot, logout etc. I'm not sure what happens if several people are logged in). > to react on these buttons. This usually works.
