There is a third possibility: you didn't finish reading the text provided.

/usr/bin/dbus-daemon is an executable file.

"Similarly, if a path refers to a device node, this is equivalent to a "_KERNEL_DEVICE=" match for the device."

/dev/sda is a device node.
