It's evolving in the same way that the kernel (for example) is. I
*VAGUELY* remember reading the commit message for the initial cut of
rc-local-generator and IIRC it was because there was an issue with
calling and ordering rc.local pre-generator.

This change is transparent to a user, except possibly in boot speed,
so it doesn't matter.
