A failure of this nature is generally attributed to a network or mirror
problem. It is possible you have experienced this.

Start the installer and immediately after setting up the network change
to an ALT+F2 console. Then

  wget http://debian.mirror.ac.ke/debian/pool/main/n/netpbm-free/netpbm_10.0-15+b1_amd64.deb

Being able to download it could be a reasonable reassurance.
