This is a sysvinit specific problem [1].
Spefically, udev no longer creates dead devices notes which are used to
trigger the auto-loading of kernel modules.

Under systemd this is done properly, for sysvinit, we will need a
workaround as in [2].

The solution is *not* to add the module to /etc/modules.
