Umm... It stands for (thats the usage Ive seen often enough anyway...)
"If you, dear reader, have tl;dr-ed the above, then here's a summary"

Here is what wikipedia says:

Yes, admittedly what Ive seen (often though not always) is a indicator
at the top pointing to a summary at bottom.
