How do I enable hardware video acceleration?

My daughter's CPU is Intel Haswell and chipset is Intel H87. It should support hardware video acceleration because my wife's computer's CPU is manufactured a year earlier, named Intel Ivy-Bridge (accompanying chipset is Intel H77) and Gnome3 works flawlessly on my wife's computer.
