It's just possible that the first line in your /etc/apt/sources.list has an entry which references the CD itself
and that, underneath that are the entries which would work if you're on a network.
Edit the file to remove the first line / comment it out with an # and try again.
I think this is a minor bug in the installer but a new release of Debian CDs is due shortly.
