Does anything match /bin/mount*; ?
Do you have a diversion in place (dpkg-divert --list)?
Does apt-get --reinstall install util-linux; fix this up?
Does
(cd /; md5sum --check /var/lib/dpkg/info/util-linux.md5sums)|grep -v OK;
output anything?
